PPWR: new luxury packaging rules take effect in august 2026

Luxury packaging has entered a new phase with the full implementation of the PPWR (Packaging and Packaging Waste Regulation), the new European regulation on packaging and packaging waste. As of 12 August 2026, its rules have begun to have a tangible impact on the design and production of packaging, with the aim of reducing waste, promoting recycling and encouraging a more efficient use of resources.

For the luxury packaging sector, the challenge will be to maintain high aesthetic and quality standards without compromising the ability to recover and recycle the different materials that make up a package. The new legislation also aims to reduce unnecessary packaging and the excessive use of materials.

This also applies to packaging dimensions and unnecessary empty space in relation to the product contained inside. This is a particularly relevant issue for the luxury sector, traditionally associated with substantial boxes, inserts and multiple presentation elements. The answer, however, will not necessarily have to mean sacrificing the premium experience, but rather adopting smarter design approaches capable of turning materials, structures and innovative solutions into an integral part of the brand experience.

Another factor that is set to become increasingly important is the traceability of packaging materials and supply chains. In this respect, brands and manufacturers will need increasingly precise information about the composition and characteristics of the packaging placed on the European market. For luxury packaging companies operating across international supply chains, this means strengthening control over materials and suppliers and documenting more accurately the characteristics of the solutions being used.

The PPWR therefore represents not only a new regulatory requirement, but also an opportunity. For premium brands, investing in research and innovation today means preparing for a market in which sustainability will increasingly become an integral part of the perceived value of packaging, alongside design, functionality and brand recognition.
